Filing a Complaint

Complaints within the Board's jurisdiction involve:

Failure of a licensed contractor to fulfill the terms of an agreement, including:

  • Poor workmanship
  • Abandonment
  • Failure to pay subcontractors, material suppliers or employees
  • Building code violations
  • Use of false, misleading or deceptive advertising
  • Violations of the Home Improvement Act
  • Violations of the Swimming Pool Act.

CSLB also investigates complaints involving unlicensed contracting activities. It is illegal for an unlicensed person to perform contracting work on any project for which the contract price is $300 or more.

California law requires that anyone who contracts to do a property improvement project valued at $500 or more must be properly licensed by the Contractors State License Board (CSLB).
